Project Flood, security and spill walls
  Conoco Phillips Alliance Refinery sits approximately 20 miles downriver (Mississippi) from the city of New Orleans. During 2005’s Hurricane Katrina, Conoco Phillips suffered massive damage, owing to hurricane storm surge and its resulting flooding. The six-month production downtime at Conoco Phillips, one of the top-10 producing refineries along the Mississippi River, was felt around the United States through increased gas prices.

After rebuilding, Conoco Phillips engineers looked for the best option to provide interim flood protection, until a more permanent structure could be built. After looking into many products and options, Conoco Phillips decided to construct a perimeter barrier wall using HESCO Concertainer units.

A project was undertaken to provide interim flood protection for one of the largest producers of refined petroleum products along the Gulf Coast. HESCO Concertainer units were used to build structures that ranged from three feet high and three feet wide to eight feet high and six feet wide.

Structures wrap around the entire refinery perimeter, including the tank farm, with secondary structures built around the most important control rooms and labs. Besides flood protection, the HESCO units also function as a spill berm and security barrier. Approximately eight miles of HESCO Concertainer units were used in total, with both C-3315 and C-4315 units being deployed.

Planning and design for the project took place in spring 2007, while the entire installation took approximately six weeks to build.

With the HESCO Concertainer installation complete, a major piece of infrastructure was protected from the results of storm surge, plus the immediate environment surrounding the refinery was also protected simultaneously from spillage within the perimeter, with the general security of the site greatly enhanced.
